Clock Applet: port to modern GNOME technologies
This is a big commit that updates the Clock Applet to use modern
libraries. This includes using GSettings instead of GConf, using
GDateTime instead of the equivalents from libc and using the new
API in libgweather.

Recent changes in glib-2.32 deps in pkg-config files require addition of
gmodule-2.0 to PKG_CHECK_MODULES. This underlinking will be visible when

libpanel-applet: Use on_bus_acquired instead of on_name_acquired
This helps prevent race conditions at session starts. This is actually
