Instead of each resource having its own unique modification- sequence number, the modification sequences are defined per committed transaction that had properties that aren't transient. This commit also changes the fact that a transaction with only transient properties was still adding an empty transaction to the journal. With that the modification sequence wouldn't restore correctly to original state. It does this by requiring nfo:FileDataObject: so-called virtual files must not be made nfo:FileDataObject but only nfo:DataObject, as it'll be tracker-miner-fs picking up and filling in the nfo:FileDataObject parts. As soon as this has happened, tracker-writeback is permitted to start becoming responsible for writing metadata back into the file. Fixes NB#222494.
